The 'Letter' is a compilation of notes that I have made over the years and events that are seared on my minds-eye through experience ....

The picture sketched rough hand is a schematic of an event that took place in Exeter prison in the UK around Jan 2001 ...

It is my supposition that this maybe an 'out of phase' Sceptre.

My reasoning being the vibration of the Steal structure as it passed through it above me.
